Patch fix

- Fixed the weight modifier on the Executioner and Dark Stalker backpacks
- The Dark Stalker backpack now gives 15% to speed
- Chances to loot New Year ornaments and Battle Pass experience increased
 
- Steamworks SDK updated for the Steam version
- Grass landscape blocks now load with more stability
- Fixed the issue with the game client getting stuck in the Task manager
- Added an option to quickly restart the game from the crash window
- Fixed the radio sounds near the storage
- Fixed the Zoom out hotkey
- Fixed the whistle from the Battle Pass, now active skills are working
- Fixed the description of a number of quests
- XP Particle is now used quicker
- Adjusted the NPC trade of AEK and Executioner backpack parts
